Basel Capital Accord with separate section on Operational
Risk. This draft accord is the final paper presented for discussion
and feedback by 31 May 2001. It is expected to be finally issued late
2001 with implementation from 2004.
Bank of Japan (Jul 00) Working
papers (English) on operational risk measurement to promote discussion
amongst Japanese banks and their regulators. These papers basically
supports a combination of statistically based modelling where data is
available and scenario analysis elsewhere - not greatly dissimilar to
the approach described on this site.

doing so stresses the board's responsibility for overviewing the organisation's

replacement of the 1988 Accord for discussion and feedback. One of its
three pillars, minimum capital requirements, is extended to include
